Hope you can get more turn out to your groups. May I suggest you put out a survey see if maybe there is a better day and time for folks and see if you can get that slot at the libary. Or maybe do one there and offered a Google meet up once a month as a alt for folks who cannot make the library ine.
Some comments on the statement about the parade. Maybe this has changed since I was in HS (1996) but even back then everyone paid a fee to be in the parade.
I recall parents covering the fees for key club. I had friends and family who were in the lions club, knights of Columbus and such. They paid the fee as it went to the town. I worked for the local TV station which was paid for by the town and we paid to be in it each year.
I personally do not think anyone should get a free ride. 100 dollar fee is not much. Basically a trip to restaurant for a family of four. With the 1k plus followers I am sure you could ask for donations to cover that.
My buddies use to cover their fees every year to have thier band in on a flat bed during the parade and they were four HS kids with part time jobs. If I recall it was $50 back then so about equivalent in today's dollars. Advertising costs that is what being In The parade is for that and celebrating the flag and this country on its birthday.
I understand there is no parade fee in OP but there has always been this fee here and should be of no surprise to anyone. Call it a gate keeping approach as that seems to be everyone's go to these days. But it is not anything new.

We'll just have to do an event in the future that is not on a Saturday.
